Diamer Basha Dam Project Contract MW-2: Civil Works for Both Power Houses Including Headrace Tunnels, Surge Shafts & Tailrace Tunnels

The Diamer Basha Development Company (Pvt.) Limited (DBDC), a wholly owned subsidiary of Pakistan Water and Power Development Authority (WAPDA), invites electronic bids from eligible bidders for the Diamer Basha Dam Project Contract MW-2. This contract covers civil works for both power houses (left and right bank) including headrace tunnels, surge shafts, and tailrace tunnels of the Diamer Basha Dam located in Chilas, Gilgit Baltistan. Items being procured: - Civil works for both power houses (left & right bank) - Headrace tunnels - Surge shafts - Tailrace tunnels The bidding will be conducted through international competitive bidding using a Single-Stage Two Envelope Request for Proposal (RFP). Detailed evaluation and qualification criteria are provided in Section III of the bidding documents. Bidders must submit their electronic bids using the EPADS V 1.0 platform by 15 December 2026 at 11:00 AM. Manual bids will not be accepted. Electronic bids will be opened on the same day at 11:30 AM in the office of Chief Engineer/Project Director Diamer Basha Dam Project in Chilas, Gilgit Baltistan, in the presence of bidders' representatives who choose to attend. All bids must be accompanied by a bid security amounting to PKR 4,000 Million or an equivalent amount in freely convertible currencies for foreign bidders. The bid security must be in the form of a bank guarantee issued by a scheduled bank in Pakistan in favor of the General Manager/Project Director, Diamer Basha Dam Project. Electronic bids submitted without bid security or after the deadline will be declared non-responsive. The original bid security must be delivered to the office of Chief Engineer/Project Director Diamer Basha Dam office at WAPDA House Lahore, Room #173, or WAPDA Colony Thor, Diamer, Gilgit Baltistan on or before the deadline.
