Tender Description
National Bank of Pakistan (NBP) invites qualified suppliers to provide a comprehensive Digital Supply Chain Financing Platform (DSCF) based on a revenue-sharing model. This procurement is specific to NBP Head Office in Karachi, Sindh. The platform will cover upstream supplier financing, downstream distributor/dealer financing, export finance, and anchor management with full digital workflows.
Items being procured:
- Complete Digital Supply Chain Financing Solution (SaaS-based/platform including Invoice Financing, Purchase Order Financing, Distributor Financing, Anchor Management, Supplier/Dealer Onboarding, MIS & Reporting)
- User Access for NBP staff (Business, Operations, Credit, Risk, Monitoring Teams)
- Supplier/Distributor/Anchor Onboarding capacity scalable as per business requirements
- Platform hosting compliant with SBP Cloud Outsourcing Framework (local cloud/on-premise)
- Reporting, dashboards, analytics including real-time MIS, portfolio monitoring, audit trails
- Data security, compliance & regulatory controls including SBP compliance, data privacy, audit logs
- Training of NBP staff (functional and technical) including manuals and video tutorials
- Post go-live support, maintenance, upgrades, and feature updates
- Business processing capacity scalable with transaction volume and supply chain growth
The technical scope includes a fully integrated digital platform with API-based integration, scalable microservices architecture, robust security controls, and compliance with SBP regulations. The platform must support strong KYC/AML, credit assessment, risk management, invoice discounting, supplier financing, and real-time credit utilization tracking. It must also support local hosting requirements and CSP framework compliance.
Eligibility requires incorporation under SECP, FBR/ATL registration, presence in Karachi/Lahore/Islamabad, and experience with at least one active supply chain financing platform contract in Pakistan. Joint ventures with up to two members are allowed. Bidders must submit a detailed project plan, technical compliance documents, and financial capability evidence.
Key dates: Submission deadline is **23rd July 2026 at 03:00 PM** via EPADS electronic system only. Manual bids are not accepted. Bid security declaration must be submitted physically before the deadline. Technical bids will be evaluated first, followed by financial bids of technically qualified bidders.
