Tender Description
Sindh IT Company (SITC), Karachi, invites online bids through SPPRA EPADS portal for the comprehensive Digitization of Academic Examination Records project. This initiative aims to digitize and archive examination records from 1986 to present, located at the designated premises in Khairpur, Sindh. Items being procured:
- Document Scanning & Digitization of 250,000 to 350,000 physical ledger pages (sizes A4, Legal, A3, A2, A1)
- OCR processing and data extraction
- Manual data entry and validation where OCR accuracy is insufficient
- Development and deployment of a centralized Degree Record Management & Verification System (DRMVS)
The scope includes non-destructive scanning, OCR-assisted and manual data entry, multi-layer verification, archival storage, legacy data migration, and secure web-based record management. The project requires deployment of overhead/planetary scanners, operator workstations, and on-premise server/storage infrastructure at the University premises in Khairpur. The DRMVS platform will feature role-based access control, cryptographic record locking, audit trails, and advanced search capabilities.
Eligible bidders must be registered IT firms with at least 10 years of existence, valid FBR/ GST/ SRB registration, and experience in digitization and IT services projects. Bid security of Rs. 600,000 and tender fee of Rs. 5,000 are required. The contract duration is 6 months with a one-year warranty and support period. Key dates include pre-bid briefing on October 28, 2026, submission deadline November 4, 2026 at 11:00 AM, and bid opening same day at 11:30 AM.
Bids must be submitted electronically on the SPPRA EPADS portal with original bid security delivered to SITC Karachi. The procurement manager at SITC is the contact person for clarifications. This turnkey project demands strict adherence to quality, confidentiality, and operational SOPs. Bidders should ensure timely mobilization and maintain minimum throughput of 30,000 pages per week. One practical tip: carefully review the technical evaluation criteria and ensure all mandatory documents and certifications are uploaded on EPADS to avoid disqualification.
This tender offers a significant opportunity for qualified IT and digitization firms to contribute to Sindh's digital transformation agenda through a high-profile government project.
