Tender Description
The Ministry of National Health Services, Regulation & Coordination Islamabad invites sealed bids from reputed software development firms for the design, development, deployment, configuration, data migration, training and support services of a Human Resource Management Information System (HRMIS) software tailored for HR development. This procurement is specific to Islamabad and aims to enhance the ICT infrastructure of the Ministry.
Items being procured:
- Design, development, deployment, configuration, data migration, training and support services of HR development software
- Technical support during office hours with 24-hour complaint response
- Hosting charges for 2 years
- Backup and troubleshooting support for 3 years
- Source code, database and documentation ownership transfer to Ministry
The scope includes customization, deployment at Ministry and attached departments, online hosting issue resolution, customized report generation, and data updating resources. Each department will have separate user credentials with overall admin control by the Ministry. The bidder must provide a compliance checklist and ensure confidentiality of employee data.
Eligibility requires firms to be registered with FBR, active on the ATL, and have office/support presence in Islamabad/Rawalpindi. A bid security of Rs. 250,000 in the form of a pay order is mandatory. Performance guarantee of 2% of contract value will be required. Warranty of 3 years on software with technical support is expected. Payment will be made in stages linked to design, delivery, testing, deployment and training.
Bids must be submitted as per PPRA Rule 36(b) Single Stage Single Envelope procedure. Technical bids will be opened on 28th October 2026 at 11:30 AM in the Committee Room of the Ministry. Financial bids of technically qualified bidders will be opened thereafter. The Ministry reserves the right to accept or reject any or all bids.
A practical tip for bidders: Ensure your technical proposal includes a detailed compliance checklist and proof of similar project experience to meet the 90% technical responsiveness threshold. Timely submission before the deadline and proper bid security are critical to avoid disqualification.
This tender offers a significant opportunity for software firms specializing in HR systems to contribute to a key federal ministry's digital transformation in Islamabad.
