Request for Proposal for Disbursement of TA/DA to Players and Officials of Merged Areas Sports Events

The Directorate of Sports Merged Areas under the Sports & Youth Affairs Department, Khyber Pakhtunkhwa, invites financial institutions to submit proposals via the e-PADS (e-Pak Acquisition and Disposal System) for the disbursement of One Time Travel Allowance/Daily Allowance (TA/DA) to 1963 players and officials participating in various sports events at Peshawar. The events fall under the following AIP/ADP schemes: - Holding of Sports Events in Merged Districts ADP #260665 - Talent Grooming of Player in Merged Districts AIP #260663 - Sports Event Under Regular Budget (To Other) Interested bidders must be registered and licensed by the State Bank of Pakistan for branchless banking and biometric verification-based payment systems. Additionally, bidders must be registered with the Federal Board of Revenue (FBR) and the Khyber Pakhtunkhwa Revenue Authority (KPRA), and appear on the Active Taxpayer List (ATL) of both authorities. The bid solicitation document is available for download from e-PADS at https://kp.eprocure.gov.pk from the date of publication in newspapers and on the KPPRA website. Bidders must submit e-bids via e-PADS along with one original hard copy of the bid to the Directorate office by 11:00 AM on 1st September 2026. Technical bids will be opened the same day at 11:30 AM. A pre-bid meeting will be held at the Directorate of Sports, Merged Areas, Peshawar Sports Complex, Peshawar Cantt on 21st August 2026 at 2:00 PM. Bidders must submit a digital copy of the bid security amounting to 2% of the quoted bid price in the form of demand draft, pay order, or bank guarantee; failure to do so will result in rejection. The original bid security must also be submitted by 11:00 AM on 1st September 2026. Evaluation will follow the Khyber Pakhtunkhwa Procurement Rules 2014 with separate technical and financial assessments. Non-conforming bids will be rejected. Incorrect or counterfeit submissions will lead to disqualification and blacklisting. Bidders must keep their bids valid for 90 days from the submission deadline. The department reserves the right to cancel the tender at any stage in accordance with KPPRA rules. Late or incomplete proposals will not be considered.
