Pakistan State Oil Company Limited (PSO) invites quotations for Dispensing Unit Paint Graphics Works at Retail Outlets in the Faisalabad Division. This procurement involves specialized painting and graphics application on dispensing units to maintain PSO's brand standards and ensure quality appearance at retail locations within Faisalabad. Items being procured: - Dispensing Unit Paint (300 units) - Dispensing Unit Graphics (100 units) The scope includes scrapping and removal of existing paint, application of steel putty where needed, cleaning surfaces, and applying two coats of fresh spray paint with a minimum thickness of 100 microns in black or white as per original paint, plus green paint of PSO design. The job also covers covering graphics and display panels, removing old graphics, and pasting new PSO standard graphics (3M or equivalent) on both sides of the dispensing unit small panel (7 inch diameter) and large panel (9 inch diameter), along with pasting zero meter stickers for Quadro and Twin dispensing units. The work is to be performed on-site only within Division-2 area, excluding tank areas. Contractors must implement electrical isolation using the LOTO system and provide site mobilization pictures showing fully functional PPEs for approval before starting work at each site. Non-compliance or on-site job activity witnessed by officials or dealers will result in a penalty of Rs. 100,000 per instance and may lead to cancellation of the purchase order without claims. All materials, tools, labor, and transportation charges are included in the scope. The job completion time is 180 days from the issuance of the purchase order via email/SAP Ariba. Delays will incur penalties ranging from 0.1% to 10% of the bill per day. Paint thickness must be inspected with a calibrated Alcometer (valid for at least 4 months). Any thickness below 100 microns must be rectified at no extra cost. Contractors must obtain the latest approved artwork from the concerned DE and get paint approval from the engineer before starting work. Step-by-step photographic evidence of surface preparation, putty application, single coat, and double coat must be submitted with the bill for each site. A mandatory site verification form (Tasdeeq Nama) signed by the Site Manager/Dealer, Vendor, and concerned DE is required with the bill. Contractors must provide adequate and fully functional PPEs to all workers and ensure their safety. All government taxes and rates are included in the scope.
