Disposal of Fly Ash, Bottom Ash and Gypsum from 660 MW Coal Fired Power Plant Jamshoro

Jamshoro Power Company Limited (JPCL) invites bids for the disposal of Fly Ash, Bottom Ash and FGD Gypsum produced as by-products from its 660 MW Coal Fired Power Plant located in Jamshoro, Sindh. The contract involves comprehensive services including lifting, handling, transportation, and dumping of these materials in compliance with Sindh Environment Protection Agency (SEPA) guidelines. Items being procured: - Loading of dry Fly Ash and Bottom Ash from ash silos by mechanical means - Handling of FGD Gypsum from FGD area - Transportation and unloading of Fly Ash, Bottom Ash, and Gypsum at designated sites - Dressing and spreading of ash into craters - Construction and maintenance of haul roads including lighting - Sprinkling of water for dust control - Complete site and safety supervision The scope includes provision of all labor, machinery, equipment, fuels, and supervision necessary for the disposal operations. The contractor must ensure that storage levels of Fly Ash and Bottom Ash at silos and FGD areas remain below 75% capacity at all times, with penalties applicable for non-compliance. The contractor is responsible for obtaining all necessary licenses, permits, and approvals for handling, storage, transportation, and beneficial reuse of the materials. Vehicles used must be leak/spill proof and covered to prevent environmental contamination. Eligibility criteria include registration with FBR and Sindh Revenue Board as active taxpayers, no blacklisting, and compliance with all legal and environmental regulations. Bidders must demonstrate experience in ash/bulk material handling, availability of equipment and qualified personnel, and submit a comprehensive Health, Safety and Environmental (HSE) plan. The contract duration is one year from the date of commencement, with commencement expected within seven days of the Notice to Proceed. Bids must be submitted electronically via EPADs and a hard copy delivered to the office of the Chief Executive Officer, JPCL Jamshoro.
