Disposal/Sale of Approximately 20,800 Metric Tons of Sealed Wheat Stock in Rice Mills, Grain Merchants Warehouses and Private Godowns in District Usta Muhammad

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. The Commodity Management Department, Government of Balochistan, invites sealed bids from eligible bidders for the disposal/sale of approximately 20,800 metric tons (approx.) of sealed wheat stock presently lying in sealed rice mills, grain merchants warehouses and private godowns in District Usta Muhammad. The stock was sealed during the anti-hoarding campaign conducted jointly by the Commodity Management Department, District Administration and Police under the relevant provisions of law. The auction shall be conducted on an "As-Is, Where-Is" basis through open competitive bidding, subject to the following terms and conditions. Items being auctioned: - Approximately 20,800 metric tons of sealed wheat stock in rice mills - Grain merchants warehouses - Private godowns in District Usta Muhammad Eligibility criteria include flour mills, registered grain traders, feed manufacturers, industrial users, and any other eligible entity approved by the Competent Authority. Bidders must possess valid CNIC, NTN, Sales Tax Registration (where applicable) and shall not be blacklisted by any Government Department. Bids must be accompanied by a bid security of Rs. 20.00 million in the form of a Call Deposit Receipt (CDR) or Bank Draft in favor of the Director General, Commodity Management, Balochistan. The benchmark reserve price is Rs. 3500 per 40 kg as fixed by the Federal Government. Wheat shall be released on 100% actual weight with payment based on actual weight determined at delivery. Delivery will be supervised by the authorized Release Committee in the presence of representatives of the successful bidder. Loading, transportation and incidental expenses shall be borne by the purchaser. The successful bidder shall make payment on spot to the owner before lifting of wheat stock. The Bid Evaluation Committee reserves the right to accept or reject any or all bids, wholly or partially, without assigning any reason, in accordance with applicable procurement laws and Government policy. The bid submission and opening date is 24-08-2026 at 9:00 am, with opening on the same date. Bidders are advised to ensure timely submission and compliance with all bid security and documentation requirements to avoid disqualification.
