Tender Description
Lahore Electric Supply Company (LESCO) invites bids for the disposal of unserviceable and scrap items located at its Regional Store Shalamar in Lahore. This procurement is specifically for the removal and sale of scrap materials including ACSR scrap off size and other unserviceable items as detailed in the tender documents. The disposal will be conducted on an 'As is Where is' basis, and interested bidders are encouraged to inspect the scrap during office hours to assess the condition and quantity before submitting their bids.
The technical scope involves lifting and removal of scrap material from LESCO stores within 21 working days of the issuance of the Work Order. The contractor is responsible for arranging vehicles, labor, and complying with all safety protocols including providing PPE to workers. Sub-contracting is not allowed. The bidder must submit a fixed bid security for each lot and comply with all applicable laws, including tax and environmental regulations. The successful bidder must deposit 100% payment within 21 working days of the Letter of Acceptance.
Eligibility criteria require bidders to be registered with FBR, hold an active tax certificate, and not be blacklisted by any government or public organization. Affidavits confirming compliance with public health, safety, and environmental protection must be submitted. The bidding process follows the Single Stage One Envelope procedure under PPRA Rules 2004.
The submission deadline is **May 21, 2026**. Bids must be submitted electronically via E-PADS (Version 2.0) and accompanied by the original bid security submitted to the office of the Chief Engineer (Material Management) at LESCO HQ Lahore. Late bids will not be accepted.
A practical tip for bidders is to thoroughly inspect the scrap material at the store before bidding to accurately assess the quantity and condition, which will help in preparing a competitive and realistic bid. Also, ensure timely submission of the original bid security to avoid disqualification.
