Re-Auction of 03 Vehicles at Balochistan Civil Secretariat Quetta

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. The Finance Department Government of Balochistan invites bids for the re-auction of three vehicles on an 'As is where is basis' at the Balochistan Civil Secretariat, Quetta. The vehicles include: - QAJ-5484 Mehran, Model 1999 - QAP-5960 Hi-Roof, Model 2005 - QAJ-3170 Mitsubishi Pajero, Model 1993 Inspection of the vehicles is scheduled at the parking area of the Balochistan Civil Secretariat, Quetta, from 04 November 2026 to 13 November 2026 between 11:00 AM and 03:00 PM. Bids must be submitted by 17 November 2026 at 01:00 PM and will be opened on the same day at 01:15 PM. Each interested bidder must submit a non-refundable challan fee of Rs.2,000/- in favor of the Treasury Challan under Government Account Head A-03870 (Others-QA7001). Bids must be accompanied by a security deposit in the form of Earnest Money equal to 5% of the offered price, submitted via Pay Order or CDR in the name of the department. Failure to submit the security deposit will result in rejection of the bid. Successful bidders will be required to pay income tax at the applicable rate of 10% for filers and 20% for non-filers, through a Treasury Green Challan into the State Bank of Pakistan or the Federal Board of Revenue (FBR). Refund of the security money will be made after completion of the auction process, subject to terms and conditions. Separate bidding files and documents must be submitted for each vehicle. Successful bidders will be responsible for parking charges at the Balochistan Civil Secretariat parking area, with an additional charge of Rs.500/- per vehicle per day for each day exceeding the stipulated ten-day payment period. Each bidder must attach a legible copy of their Computerized National Identity Card (CNIC) with the bid documents. The department reserves the right to accept or reject any or all bids without assigning any reason. Bidders are advised to carefully review all terms and conditions and ensure timely submission of bids to avoid disqualification. The auction provides a valuable opportunity to acquire vehicles at competitive prices, but strict adherence to the rules is mandatory.
