Tender Description
Sukkur Electric Power Company (SEPCO) invites bids for the disposal of unserviceable and scrap materials including all types of meter scrap (crushed off size) and condemned/off-road vehicles located at Regional Stores in Rohri and Larkana, Sindh. This procurement is specifically for the sale of scrap material lying at these regional stores on an 'As is Where is' basis. The disposal includes approximately 63,105 Kg of meter scrap and 5,105 Kg of off-size crushed scrap. The tender is issued under the National Open Competitive Bidding procedure with a single stage one envelope submission through the EPADS version 2.0 e-tendering system.
The scope covers the lifting and removal of scrap material and vehicles from SEPCO premises at the bidder's own cost including transportation, labor, and compliance with safety protocols. The successful bidder must lift the allotted scrap within 21 working days from the issuance of the Work Order, with possible extensions under WAPDA Disposal Procedure 2006. Penalties apply for delays. Bidders must provide a bid security of 10% of the bid value in the form of CDR, Pay Order, Bank Guarantee, or Banker's Cheque from a scheduled bank valid for 150 days from tender opening. The bid validity period is 120 days.
Eligibility requires registration with FBR and inclusion in the Active Taxpayer List (ATL), submission of an affidavit, and financial stability proof. Bidders are encouraged to physically inspect the scrap at the regional stores before bidding. The tender documents and bidding process are fully electronic via EPADS v2.0, and manual bids are not accepted. The highest responsive bidder for each item/lot will be awarded the contract subject to approval. The submission deadline is 29-06-2026 at 10:30 AM with bid opening at 11:30 AM the same day. Bidders should submit signed hard copies of bidding documents to the Manager Material Management SEPCO Sukkur office before the deadline.
A practical tip for bidders is to ensure timely registration on EPADS v2.0 and to carefully prepare the bid security instrument in favor of the CEO SEPCO to avoid rejection.
