Tender Description
Lahore Electric Supply Company (LESCO) invites bids for the disposal of unserviceable and scrap items located at Warehouse CKM and Disposal Store Fazaiya in Lahore. This procurement is specifically for the sale of scrap materials including ACSR Rail Dismantled Conductor with hardware and ACSR Lynx Dismantled Conductor with hardware, offered on an 'As is Where is' basis. The disposal is managed by the Chief Engineer (Material Management) at LESCO Headquarters, Lahore.
The technical scope covers the removal and lifting of approximately 61,095 kg of ACSR Rail conductor and 28,506 kg of ACSR Lynx conductor along with associated hardware such as jumpers and dead end bodies. Bidders are encouraged to inspect the scrap materials during office hours at the specified stores to assess the condition and quantity before submitting their bids. The disposal process follows a single stage one envelope bidding procedure under PPRA Rules 2004, amended to date, and bids must be submitted electronically via E-PADS (Version 2.0).
Eligibility criteria require bidders to be registered with FBR, listed on the Active Taxpayer List (ATL), and to provide a fixed bid security in PKR as specified in the bidding documents. The bid security must be submitted in the form of Deposit at Call, Pay Order, Banker's Cheque, or Bank Guarantee from scheduled banks. Bidders must also submit an undertaking confirming they are not blacklisted and will comply with all public health, safety, and environmental regulations.
The deadline for bid submission is seven days after the tender publication date or as specified, with all bids accompanied by the original bid security submitted to the office of the Chief Engineer (MM) LESCO HQ before the deadline. The successful bidder must lift the scrap material within 21 working days of the Work Order issuance, failing which a penalty of 1% of the bid amount per day will be imposed. Payment must be made in full within 21 working days of the Letter of Acceptance.
