Tender Description
Lahore Electric Supply Company (LESCO) invites bids for the disposal of unserviceable and scrap materials located at its Regional Store Pattoki, Warehouse CKM & Disposal Store Fazaiya, and Regional Store Shalamar in Lahore. This procurement is specifically for the removal and sale of various scrap items including iron scrap off size, burnt ACSR rail conductor, and scrap from structures and trollies. The materials are offered on an 'As is Where is' basis, and interested bidders are encouraged to inspect the items during office hours at the specified stores to assess the condition and quantity before submitting their bids.
The technical scope involves lifting and removal of scrap materials from LESCO stores under supervision of a nominated committee. Bidders must comply with safety protocols and provide necessary PPE for labor involved. The lifting period is 21 working days from issuance of the Work Order. Sub-contracting is not allowed. Bidders must submit a fixed bid security for each lot in acceptable forms such as Deposit at Call, Pay Order, Banker's Cheque, or Bank Guarantee from scheduled banks. The bid security must be valid for 30 days beyond bid validity and submitted in original before bid submission deadline.
Eligibility criteria include registration with FBR, active tax payer status with ATL listing, submission of NTN certificate, income tax returns for the last fiscal year, and a non-blacklisting undertaking on company letterhead. Bidders must also comply with all public health, safety, and environmental regulations. The bidding procedure follows a single stage one envelope method under PPRA Rules 2004 amended to date, conducted through E-PADS (version 2.0).
The submission deadline is strictly enforced; late bids or bid securities will not be accepted. The successful bidder must deposit 100% payment within 21 working days of LOA issuance. Failure to lift scrap within the stipulated time will incur a penalty of 1% of the bid amount per day. The bid validity period is 120 days from bid opening.
