Tender Description
This tender invites qualified consultancy firms in Mirpurkhas for the Sindh Irrigation and Drainage Authority (SIDA) to implement and operationalize the E-Abiana Digitization System at the Nara Canal Area Water Board (NCAWB). The project focuses on enhancing software modules, digitizing extensive land and revenue records, and deploying a mobile application to facilitate field operations. The scope includes ERP integration, capacity building for over 1,000 revenue staff, and a year-long post-implementation support to ensure system sustainability and operational efficiency.
The assignment demands upgrading the existing E-Abiana software for robustness and scalability, integrating financial modules, and establishing a dedicated digitization unit with full IT infrastructure in Mirpurkhas. The firm will digitize and validate over 225,000 client records from 14 subdivisions, ensuring data accuracy and secure cloud hosting. Training programs will certify staff proficiency in software use and digital billing, strengthening financial accountability and system adoption.
Bidders must be registered with the Pakistan Software Export Board and SECP, possess valid tax registrations, and demonstrate at least ten years of relevant experience with a minimum average annual turnover of PKR 35 million. PEC registration under relevant electrical discipline codes and ISO certifications are mandatory. The evaluation follows a Quality and Cost Based Selection method with an 80% weight on technical and 20% on financial proposals. A minimum technical score of 75% is required to qualify.
Proposals must be submitted in separate sealed envelopes for technical and financial bids by 12:30 PM on 20th February 2026 at the office of the Managing Director, SIDA, Hyderabad. Bid security of 2% of the total bid value is required. The contract duration is three months for implementation plus twelve months of post-implementation support. Performance security of 5% of the contract value is mandatory upon award.
