Hiring of Consultancy Firm for E-Digitization and Operationalization of E-Abiana System at Nara Canal Area Water Board

This tender invites qualified consultancy firms in Mirpurkhas for the Sindh Irrigation and Drainage Authority (SIDA) to implement and operationalize the E-Abiana Digitization System at the Nara Canal Area Water Board (NCAWB). The project focuses on enhancing software modules, digitizing extensive land and revenue records, and deploying a mobile application to facilitate field operations. Training programs will certify staff proficiency in software use and digital billing, strengthening financial accountability and system adoption. Bidders must be registered with the Pakistan Software Export Board and SECP, possess valid tax registrations, and demonstrate at least ten years of relevant experience with a minimum average annual turnover of PKR 35 million. PEC registration under relevant electrical discipline codes and ISO certifications are mandatory. The evaluation follows a Quality and Cost Based Selection method with an 80% weight on technical and 20% on financial proposals. A minimum technical score of 75% is required to qualify.
