Tender Description
National Bank of Pakistan (NBP) Karachi is procuring a comprehensive E-Learning Solution to enhance its training and development capabilities. This procurement covers supply, installation, customization, integration, and operationalization of a cloud-enabled Learning Management System (LMS) along with professional services including project management, training, content creation, and ongoing support. The solution must support up to 20,000 employees, provide mobile applications for iOS and Android, and comply with SBP cloud outsourcing frameworks.
The technical scope includes licenses for the complete solution, application hosting on cloud, creation of digital content with 2D/3D graphics and video lectures, escrow services for source code, and training for both functional and technical users. The project timeline spans from initiation to go-live within 6-7 months, followed by three years of support and maintenance. The solution must meet stringent security, stability, and business continuity requirements, including compliance with SSDLC and ISD standards.
Eligible bidders must be registered with Income Tax and Sales Tax Departments, active on the FBR ATL, and have at least three years of incorporation. Experience with at least two live implementations of similar LMS solutions, preferably in banking sector, is mandatory. Bidders must provide manufacturer authorization and demonstrate financial stability with minimum annual revenues of PKR 30 million over the last three years.
The tender requires submission of technical and financial bids via EPADS by July 6, 2026, 11:00 AM, with original bid security submitted physically before the deadline. Bidders should carefully prepare technical documentation, including a detailed project plan, compliance with technical specifications, and SSDLC checklist. Financial bids will be opened only for technically qualified bidders. The submission address is the Procurement Division, NBP Head Office Karachi.
A practical tip for bidders is to ensure thorough compliance with the technical requirements and provide complete documentation with proper references, as any missing or incomplete information may lead to disqualification. Early engagement with the cloud hosting and security requirements will also facilitate smoother contract execution. The earnest money of PKR 1,500,000/- in the form of bank guarantee is mandatory.
