Procurement of Education Management Systems (EMS)

The Institute of Cost and Management Accountants of Pakistan (ICMA) invites reputed organizations and firms to submit Expressions of Interest (EOI) for the procurement of Education Management Systems (EMS). This procurement is intended for deployment at the ICMA Head Office and its nationwide campuses located in Karachi, Lahore, Islamabad, Multan, Faisalabad, Quetta, Peshawar, Hyderabad, and Sukkur. The department responsible for this procurement is the Institute of Cost and Management Accountants of Pakistan, based in Karachi, Sindh. Items being procured: - Campus Management System - Learning Management System - Examination Management System The scope of this procurement includes the supply and deployment of the above Education Management Systems to streamline and enhance the management of academic and administrative functions across multiple campuses. The systems should be robust, scalable, and capable of integration with existing infrastructure. Interested firms may submit EOIs for all or any of the listed systems. The procurement follows a two-stage bidding procedure under PPRA Rule 36-C. The first step requires submission of Technical Bid documents in sealed envelopes on prescribed formats. Late submissions will not be entertained. After technical evaluation, qualified bidders will be invited to submit financial bids in sealed envelopes. The EOI document fee is Rs. 10,000, payable to ICMA Pakistan via Askari Bank Limited, Gulistan-e-Jauhar Branch, Karachi. The pre-bid meeting is scheduled for Monday, August 17, 2026, at 1600 hours on a virtual platform. The issuance deadline for TORs is August 31, 2026, and the submission deadline is Monday, August 31, 2026, by 1100 hours. TORs will be opened at 11:30 hours on the same day at ICMA Head Office Karachi, with video link connections to other campuses. Bidders should ensure they meet all eligibility criteria including relevant experience, FBR/ATL registration, and PEC category if applicable. Timely submission of complete and compliant technical bids is critical. A practical tip for bidders is to carefully prepare the technical bid with all requisite information and submit it well before the deadline to avoid disqualification due to late submission.
