Energizing of Swimming Pool Heating System & Allied Facilities of Sports Complex at National Police Academy

The National Police Academy (NPA) Islamabad invites sealed bids through the e-Pak Acquisition and Disposal System (EPADS) v2.0 for the energizing of the swimming pool heating system and allied facilities at its sports complex located in Sector H-11, Islamabad. This procurement is for the supply, installation, testing, and commissioning of electrical and allied civil works to operationalize the heating system of the swimming pool, steam and sauna rooms, and jacuzzi aerator system. Items being procured: - Supply, installation, testing and commissioning of weather proof floor standing outdoor panel box with MCCBs and busbars - Providing, laying, testing and commissioning of PVC insulated and sheathed cables of various sizes - Excavation of cable trenches with sand, bricks, warning tape and backfilling - Provision and construction of brick masonry manholes for electrical cables - Installation of perforated cable trunking with accessories - Installation of rod earthing with copper rods and earth pits - Installation of CO2 fire extinguisher systems - Construction of foundation for pole-mounted transformer (400KVA) - Installation of fire hydrant with backup water supply - Installation of heat detector systems - Installation of air quality index sensors for steam and sauna rooms - Installation of lightning arrestors - Allied civil, electrical and plumbing works necessary for full operationalization The technical scope includes compliance with IEC Standards 61439-1 & 2 for low-voltage switchgear, adherence to Electricity Rules 1937, and mandatory licensing under the Pakistani Engineering Act 1976. Contractors must have PEC license categories EE11(viiii), EE11(xv), C6(11) or higher and be licensed electrical contractors category C-3 or above by the Energy Department, Government of Punjab. Bidders must submit bids online via EPADS v2.0 by Monday, November 2, 2026 at 11:00 AM. Bid opening will be conducted on the same day at 11:31 AM. Manual bids will not be accepted. Bid security of PKR 300,000 is required in the form of Pay Order, Banker's Cheque, Call Deposit, Bank Guarantee, or Demand Draft. Performance guarantee of 5% of contract price will be required from the successful bidder. The contract will be awarded based on Quality and Cost Based Selection (QCBS) with 75% technical and 25% financial evaluation. The contract period is 27 days from commencement.
