Tender Description
Walton Cantonment Board Lahore is procuring comprehensive energy audit services along with intelligent energy optimization solutions for its installations located in Lahore. This procurement is aimed at conducting a detailed Level-II or Level-III energy audit covering electrical infrastructure including tube wells, disposal and pumping stations, street lighting systems, public parks, electrical motors, and associated infrastructure. The scope includes field testing, diagnostic measurements, performance analysis, and recommendations for energy efficiency improvements and cost reduction. The audit will also assess mechanical and hydraulic systems, streetlight circuits, office buildings, and the existing energy monitoring system. Eligible bidders must be certified energy auditing firms with NTN/PRA registration, lead auditor ISO 50001 certification, and at least five years of relevant experience including three similar projects in the last five years. Experience with international development organizations and non-blacklisting affidavit are mandatory. The procurement follows the QCBS method with technical and financial proposals submitted separately. The deadline for submission is 2nd July 2026 at 1500 hours, with technical proposals opened the same day at 1530 hours. Financial proposals of technically qualified bidders will be opened later. The contract duration is 45 days from commencement. Bidders should ensure their technical proposals include company profile, certifications, methodology, work plan, and equipment list. Financial proposals must be lump sum and inclusive of all taxes. A practical tip for bidders is to carefully prepare the technical bid with detailed methodology and proof of experience to secure the minimum 70% technical score required for financial evaluation.
