Tender Description
Pakistan Civil Aviation Authority (PCAA) invites RFP from consulting firms for the provision of consultancy services for a comprehensive GAP Assessment of its Quality Management System (QMS) and State Safety Program (SSP). The proposed assessment aims to evaluate the effectiveness, maturity, and implementation status of QMS in alignment with ISO 9001:2015 and SSP in accordance with International Civil Aviation Organization Annex 19 (Safety Management), ICAO Doc 9859, and relevant international best practices.
Items being procured:
- Engagement of Consultant for GAP Assessment of Quality Management System (QMS) and State Safety Program (SSP)
The scope includes a detailed review and gap analysis of the existing QMS and SSP frameworks, identification of areas for improvement, and recommendations for compliance with international standards. The consultancy will support PCAA in enhancing safety and quality management practices to meet global aviation safety requirements.
Eligible bidders must be registered on the E-Pak Acquisition and Disposal System (EPADS) and submit bids electronically through the PPRA EPADS Portal. A fixed bid security of PKR 1,000,000 (Rupees One Million Only) in the form of a Pay Order or Bank Guarantee (scanned copy) in favor of Pakistan Civil Aviation Authority is required. The original bid security must be submitted in hard copy in a sealed envelope before the submission deadline.
The last date for submission of bids is **14th September 2026 till 11:00 am**, with technical bids opening on the same day at 11:30 am. Bids will be opened in the presence of the PCAA Procurement Committee and representatives of bidders who wish to attend.
Pakistan Civil Aviation Authority reserves the right to accept or reject any or all bids in accordance with PPRA Rules.
A practical tip for bidders: Ensure your firm's registration on EPADS is active and complete well before the deadline to avoid last-minute technical issues during electronic submission. Also, prepare the original bid security document carefully to avoid disqualification.
