Prequalification and Request for Proposal for Developers for Establishment, Operation and Management Sea-to-Steel (S2S) at Iron Ore & Coal (IOCB) Port Qasim

The Port Qasim Authority (PQA), Ministry of Maritime Affairs, Government of Pakistan, invites Prequalification and Request for Proposals (RFP) from reputable local and international Developers, Engineering Organizations, Firms, Consortiums, or Groups of Companies for the design, engineering, development, financing, construction, operation, and transfer of the Sea to Steel (S2S) Project at Port Qasim on Build-Operate-Transfer (BOT) basis. The proposed project comprises the establishment of a world-class Green Ship Repair & Dismantling Yard on approximately one hundred (100) acres of land at Port Qasim (PQA Land) on a Build, Operate and Transfer (BOT) basis and operation and rehabilitation of PQA's Iron Ore & Coal Berth (IOCB) at Port Qasim and the development of a Green Power Steel Plant on one hundred and twenty-five (125) acres of Pakistan Steel Mills Land ("Project"). The Green Power Steel Plant (GPSP) will be developed on approximately one hundred and twenty-five (125) acres of Pakistan Steel Mills land, which shall be procured by the Successful Bidder (hereinafter referred to as "Developer" whenever the context may permit), independently from the Ministry of Industries and Production (MoIP) / Pakistan Steel Mills (PSM) (PSM Land). For the avoidance of doubt, the present RFP does not provide for the grant of a concession for the PSM Land, nor is the GPSP part of the BOT scheme. Successful Bidders may independently pursue the GPSP with MoIP/PSM, and PQA shall only facilitate them in this regard. Prequalification and Request for Proposal (RFP), inter alia, specifying the Scope of Project, procedure and format for submission of proposals can be downloaded from PQA and PPRA websites: www.pqa.gov.pk and www.ppra.org.pk respectively. Pre-bid meeting will be held on 16-September, 2026 at 11:00 hours in the 2nd Floor, Conference Room, Main Administration Building at Port Qasim Authority, Karachi, Pakistan. Interested firms are requested to submit their Proposals complete in all respects, as per format provided in the Prequalification and Request for Proposals (RFP), in the Office of Director (Private Sector Projects), Ground Floor, Main Admin Building, Port Qasim Authority, Karachi, Pakistan by on 09th November 2026 at 1200 hours. Technical Proposals of qualified Developers shall be opened in the presence of bidders who may like to be present on the same day at 1230 hours in the 2nd Floor Conference Room, Main Admin Building, Port Qasim Authority, Karachi, Pakistan, Tel No.021-99272201 Fax No.021-34730108. Financial Proposal of only technically qualified firms shall be opened on a date and time to be communicated later. Financial Proposals of technically disqualified firms shall be returned unopened. Evaluation shall be carried out as per specified criteria/procedure as given in the RFP. All the applicable Taxes, Sales Tax, Fees, Cess, etc by Federal, Provincial governments including but not limited to the Sindh Revenue Board (SRB) and Local government will be payable by the Consultants and must be considered while preparing the Financial Proposals. The Authority reserves the right to accept or reject any or all the proposals as per Public Procurement Regulatory Authority Ordinance and the Public Procurement Rules made there under.
