Tender Description
The Jinnah Medical Construction Company-JMC (JMC), a public-sector, not-for-profit company wholly owned by the Government of Pakistan, invites proposals for the engagement of an External Auditor for the Financial Year 2026-27. This consultancy service is based in Islamabad and involves conducting an independent external/statutory audit of JMC's financial statements for the period from 01 July 2026 to 30 June 2027. The audit will be performed in accordance with International Standards on Auditing (ISAs) adopted by ICAP, the Companies Act 2017, and other relevant laws and regulations.

The scope includes audit of financial statements, books of account, material transactions, assets and liabilities, government funds, and project expenditures. Deliverables include an audit plan, independent auditor's report, audited financial statements with notes, management letter/internal control memorandum, audit findings meeting, and statutory reports as required by law.
Eligibility criteria require the audit firm to be Category 'A' ranked by the State Bank of Pakistan, affiliated with a global audit firm, registered with the Audit Oversight Board, and compliant with independence and ethical standards. The firm must have relevant statutory audit experience, preferably with public-sector or government-funded organizations, and possess adequate qualified personnel.
The procurement follows a Single Stage Two Envelope procedure via the e-Pak Acquisition and Disposal System (EPADS) v2.0. Bidders must submit proposals online by Wednesday, September 9, 2026, at 11:00 AM, with financial proposals opening at 11:30 AM the same day. Manual submissions are not accepted. Bid security in the form of a Pay Order or Bid Securing Declaration is mandatory.
A pre-bid meeting will be held on Tuesday, September 1, 2026, at 11:00 AM at 4th Floor, Ufone Tower, Jinnah Avenue, Blue Area, Islamabad. Interested bidders should ensure registration on EPADS v2.0 and review all bidding documents carefully.
