Tender Description
Pakistan Airports Authority (PAA) invites qualified firms to submit proposals for the engagement of a Financial Consultant on a retainership basis for the fiscal year 2026-27. This consultancy aims to provide ongoing financial advisory, accounting standards guidance, and transaction support services to PAA, primarily based in Karachi.
Items being procured:
- Engagement of Financial Consultant on Retainership Basis
The scope includes review of complex accounting and financial reporting matters including IFRS/IAS compliance, preparation of technical memoranda and accounting opinions, review of financial models and valuations, financial analysis for projects and infrastructure outsourcing, and participation in management and Board committee meetings. The consultant will maintain a minimum monthly availability of key experts across various categories including Partner/Team Leader, Senior Manager, Manager, Senior Associate, and Support Staff, totaling 50 committed hours per month.
Eligibility requires registration with ICAP with at least 30 years of experience, registration with Audit Oversight Board Pakistan, minimum 10 partners, inclusion in State Bank of Pakistan's Panel of Auditors in 'A' category, compliance with IFAC Code of Ethics, and membership in a global audit firm network. The evaluation will be based on Quality and Cost Based Selection (QCBS) with a minimum technical score of 70 out of 100.
Proposals must be submitted electronically via EPADS v2.0 by Monday, October 12, 2026 at 11:00 AM. Technical proposals will be opened the same day at 11:30 AM. Manual submissions are not accepted. Bid security of PKR 50,000 in the form of Pay Order or Bid Securing Declaration is required. The contract duration is 12 months with possibility of renewal by mutual consent.
Bidders should ensure compliance with all eligibility criteria and submit all required documents including technical and financial proposals through the EPADS portal. The Procuring Agency will provide necessary access to records and personnel to facilitate the consultancy. The consultant's role is advisory and does not include statutory audit or decision-making authority.
A practical tip for bidders: Register early on EPADS v2.0 and ensure all technical and financial documents are complete and compliant to avoid disqualification.
