RFP For Engagement of Senior Aviation Advisor

The Pakistan Civil Aviation Authority (PCAA) invites proposals for the engagement of a Senior Aviation Advisor on a consultancy basis for an initial period of two years, extendable subject to mutual agreement and satisfactory performance. This advisory role is based in Karachi, Sindh, and aims to provide strategic advice and implementation support to improve operational effectiveness, institutional reforms, airport operations, inter-agency coordination, and aviation sector initiatives. The selection method is Least Cost Based Selection (LCBS) under a Single Stage Two Envelope procedure. Proposals must be submitted online via EPADS v2.0 by October 22, 2026, 11:00 AM. Manual submissions are not accepted.\n\nBidders must submit a Bid Security Declaration and comply with all terms and conditions outlined in the RFP documents. The contract includes a fixed monthly professional fee covering all administrative expenses, with TA/DA paid separately for official travel within Pakistan.
