Hiring of Engineering Consulting Firm for Design and Supervision of MDS Campus-II (Phase-I) MV/LV Power Distribution System with Substation-II at Sukkur IBA University

Sukkur IBA University invites qualified consulting firms to submit proposals for the hiring of an engineering consulting firm for the design, detailed supervision, preparation of engineering drawings, bidding documents, and engineer's estimate for the establishment of MDS Campus-II (Phase-I) MV/LV Power Distribution System along with Substation-II at Campus-II, Sukkur. The project aims to meet the increasing electrical load demand due to expansion of academic, residential, and utility facilities including Academic Block-IV, Foreign Faculty Residences, Model School, Water Treatment Plant, and additional residential buildings. The consultancy scope includes feasibility study, load assessment, detailed engineering design in accordance with IEC/IEEE standards, preparation of tender documents, technical specifications, BOQs, cost estimates, and construction supervision including quality assurance, progress monitoring, testing, and commissioning oversight. The consultant will also assist in contractor pre-qualification, bid evaluation, and contract administration. Items being procured: - Feasibility study and load assessment - Preliminary and detailed engineering designs - Single Line Diagrams (SLDs) - Protection coordination studies - Design of MV/LV distribution network and Substation-II - Transformer sizing and selection - Standby generators and synchronization system design - RMUs, MV switchgear, LV switchboards, MCCs, distribution boards - Underground cable network design - Earthing, grounding, and lightning protection system design - Technical specifications, bidding documents, BOQs, and cost estimates - Construction supervision and contract administration - Testing, commissioning, and performance verification The consultant must have valid PEC registration in relevant categories, demonstrate experience in at least five similar projects of electrical substations and MV/LV power distribution systems costing above Rs.150 million, and provide qualified key professional staff with relevant experience and PEC registration. Bid security of Rs. 500,000/- in the form of pay order/demand draft/bank guarantee is required. Proposals must be submitted electronically via Sindh PPRA EPADS portal by the deadline. The contract will be awarded based on the highest combined technical and financial score using QCBS method. The consultant is advised to visit the site and fully understand local conditions before submission. The Procuring Agency reserves the right to cancel or modify the bidding process at any stage.
