Tender Description
The Azad Jammu and Kashmir Power Development Organization (AJK PDO) is procuring an Engineering, Procurement and Construction contract for civil works, auxiliary services, and hydraulic steel structures under Lot-1 of the 22 MW Jagran-IV Hydropower Project located in Muzaffarabad, Azad Jammu and Kashmir. This project is financed by the Saudi Fund for Development and involves significant construction activities including civil engineering, steel structure fabrication, and auxiliary service installations.
The scope includes comprehensive civil works and hydraulic steel structures essential for the hydropower plant's operation. Bidders must be registered with the Pakistan Engineering Council (PEC) holding a valid C-A Category license and should be experienced in similar hydropower or large-scale civil projects. Joint ventures between Pakistani firms and Saudi National firms (Class-A only) are allowed, with mandatory PEC registration for the joint venture. Firms from other nationalities may participate only in joint ventures with Saudi-Pakistani firms.
Interested bidders must obtain bidding documents by submitting a written application along with a non-refundable fee of PKR 50,000 in the form of a Call Deposit Receipt (CDR) payable to the Project Director. The application must include a copy of the valid PEC license. The deadline to purchase bidding documents is 25th September 2026 during office hours. Sealed bids (technical and financial) must be submitted by 5th October 2026 at 12:30 PM to the Project Director's office in Muzaffarabad. Technical bids will be opened the same day at 1:00 PM in the presence of bidders' representatives.
A bid security of PKR 150,000,000 or equivalent in a freely convertible currency is required, furnished as a deposit at call or bank guarantee from a scheduled bank in Pakistan or a foreign bank counter-guaranteed by a Pakistani bank. Bidders should carefully review local site conditions including access and climate before submitting bids. A practical tip for bidders is to ensure all joint venture agreements and PEC registrations are fully compliant and documented to avoid disqualification during technical evaluation. The department reserves the right to reject any or all bids without assigning reasons.
