The Pakistan Airports Authority (PAA) through its IT Branch at Headquarters invites Expressions of Interest (EOI) for the provision of Enterprise Digital Transformation Consultancy & Project Management Office (PMO) Services Framework. This consultancy aims to deliver a comprehensive enterprise-wide assessment of PAA's ICT infrastructure, networks, cybersecurity posture, IT operations, governance, organization, and manpower. The scope includes defining a target-state architecture and a phased transformation roadmap, preparing procurement- and approval-ready documentation, and establishing PMO governance and delivery support for prioritized initiatives across PAA's 42 sites, including Tier-1 onsite surveys at HQPAA, JIAP, IIAP, and AIIAP, and Tier-2 remote assessments at a minimum of seven nominated sites. Items being procured: - Mobilization & Baseline Planning - Infrastructure Assessment of Tier-1 data center/server-room facilities - Network & WAN Assessment including WAN topology, routing, segmentation, and security - Cybersecurity Posture review covering governance, policies, risk management, IAM/MFA, firewall/IDS/IPS, SIEM/SOC, and incident response - Critical Applications & Dependencies analysis - IT Operations Maturity / ITSM assessment - Manpower & Organization baseline and planning - IT Governance & Standards definition - Procurement Strategy & Bid Documentation preparation - Appraisal & Approval Documentation including PC-I/PC-II and briefing materials - Bid Process & Evaluation Support - PMO, Governance & Reporting setup and maintenance The consultancy will be executed in phases over a base year of twelve months with an optional extension of up to twelve months for continued support. The base year deliverables include inception reports, assessment plans, site survey reports, gap analysis, architecture packs, roadmaps, manpower and governance models, procurement strategies, tender documents, and bid evaluation toolkits. Applicants must be consulting firms or joint ventures with a minimum of five years ICT consulting experience, valid legal registration, FBR active taxpayer status, and office presence in Pakistan. The evaluation will be based on financial soundness, specific ICT consultancy experience, and personnel capability, with detailed criteria for each. Key personnel qualifications and experience are critical, including roles such as Project Director, Network Architect, Cybersecurity Specialist, and PMO Manager.
