EPC Contract for Electro-Mechanical Works of Attabad Lake Hydropower Project 54 MW

The Water and Power Development Authority (WAPDA) Lahore invites qualified contractors for the Engineering, Procurement and Construction (EPC) of Package-III: Electro-Mechanical Works of the Attabad Lake Hydropower Project (54 MW) located in Hunza, Gilgit-Baltistan. This tender covers the supply, installation, testing, and commissioning of major electro-mechanical equipment including Francis turbines, governors, main inlet valves, synchronous generators, power transformers, 132 kV switchgear, hydraulic gates, and associated auxiliaries. The project demands adherence to international standards and requires comprehensive design, construction, and commissioning services to ensure reliable power generation at rated capacity. The scope includes factory acceptance tests, site installation, and performance guarantees with a total contract duration of 42 months from commencement. The EPC Contractor must be registered with Pakistan Engineering Council (PEC) in category C-A and be on the Active Taxpayers List (ATL) of the Federal Board of Revenue (FBR). Joint Ventures are allowed with a maximum of four members, with the lead partner holding the C-A license. The tender follows a single-stage two-envelope bidding procedure with electronic submission via EPADs portal only. A bid security of PKR 120 million is required. The contract includes strict compliance with environmental, social, health and safety (ESHS) standards, including a mandatory Code of Conduct for personnel to prevent sexual exploitation and harassment. The contractor must also provide a detailed risk management plan, method statements, and a comprehensive work program. PEC category C-A license and FBR registration are mandatory. The contractor must comply with all applicable laws, including labor laws, environmental regulations, and tax obligations. The contract price is subject to adjustment based on cost indices. Mobilization advance of 10% of contract price will be provided. Performance security of 10% of contract price is required. The contract includes liquidated damages for delay and performance guarantees on output and efficiency. The submission deadline is 14th May 2026 at 1100 hrs, with technical bids opening the same day at 1130 hrs at WAPDA Auditorium, Lahore.
