Establishment of 250 Bedded Hospital at Chaman including Main Building, Allied Buildings, and External Works

The Afghan Refugees Hospital Chaman under the Civil Works, PP&H Department is procuring comprehensive construction services for the establishment of a 250 bedded hospital in Chaman, Balochistan. This project is divided into three packages covering the main building, allied buildings, and external works, reflecting a large-scale infrastructure development aimed at enhancing healthcare facilities in the region. The technical scope includes the construction of the main hospital building, allied support buildings, and all necessary external works. The project is based on composite schedule rates 2023 on percentage rates, ensuring standardized costing. The estimated combined cost exceeds PKR 4.5 billion, indicating the scale and complexity of the works involved. Eligible bidders must be registered with the Pakistan Engineering Council (PEC) in the relevant category and possess specialized codes for each package. Firms must be on the Active Taxpayer List (ATL) and registered with the Balochistan Revenue Authority. Experience requirements include completion of at least two similar assignments with financial turnover matching the bidding documents over the last three years. Additionally, bidders must submit an affidavit confirming no willful failure notices in the past three years and provide audited financial reports by ICAP. Tender fees of PKR 2000 and bid security of 3% are mandatory for each package, payable via green challan. The tender documents are available electronically at www.bppra.gob.pk. Bids must be submitted electronically through the supplier dashboard by 13 July 2026 at 11:00 AM. Tender opening will occur the same day at 12:00 PM on the EPPS system.
