Tender Description
The Pakistan Meteorological Department (PMD) under the Integrated Flood Resilience and Adaptation Project (IFRAP) invites sealed proposals for the establishment of three regional media studios located at Peshawar, Lahore, and Quetta. This procurement includes studio fit-out, equipment supply and commissioning, and capacity building for fifteen PMD staff members. The project scope also covers pilot productions, documentaries, and knowledge transfer activities. The assignment duration is twelve months.

The procurement will be conducted through an open national competition using the Single-Stage Two Envelope procedure with post-qualification and rated technical criteria, following the World Bank Procurement Regulations for Investment Project Financing. The contract will be awarded to the service provider with the highest combined score (70% technical and 30% financial).
Eligibility requires service providers to be registered with FBR and ATL, and to meet any other criteria specified in the RFP documents. Proposals must include separate sealed Technical and Financial Proposals enclosed in one outer envelope and delivered to the Project Implementation Unit (PIU) at the Pakistan Meteorological Department office in Islamabad by 1500 hours Pakistan Standard Time on 23 November 2026. Electronic submissions will not be accepted, and late proposals will be rejected. Technical proposals will be opened publicly at 1530 hours on the same date in the presence of service provider representatives who choose to attend.
