Tender Description
The Project Management Unit of the Balochistan Education Support Project invites eligible consulting firms to express interest for hiring a consulting firm to provide technical support to strengthen Early Childhood Education (ECE) Continuous Professional Development under the GRADES-Balochistan project in Quetta, Balochistan. This project is funded by the Government of Balochistan through the Government of Pakistan with support from the World Bank. The project aims to improve access, quality, and equity in education by addressing disparities and enhancing foundational literacy and numeracy in primary grades.
Items being procured:
- Technical support services for strengthening ECE Continuous Professional Development
The consulting services include provision of technical assistance ensuring full consistency with the Terms of Reference (TOR) available at https://pmused.gob.pk/Tenders or at the Project Management Unit office at House # 74-A Chaman Housing Scheme, Airport Road Quetta. The scope covers improving teaching quality, strengthening data-driven accountability, building resilience to climate change, and introducing emergency preparedness mechanisms.
Mandatory eligibility requirements include company registration certificate, valid NTN registration, audited financial statements for the last 3 years, minimum average annual turnover of PKR 40 million, and submission of CVs for all proposed key experts demonstrating required education and experience. Qualification criteria emphasize at least 10 years of experience in the education sector, expertise in teacher training, classroom observation tools, and experience working with government education departments or development partners. Experience in contexts similar to Balochistan is an advantage.
Expressions of Interest (EOI) may be delivered in written form (in person, by mail, or email) to the Project Management Unit office in Quetta by 22nd October 2026. EOIs can be transmitted electronically to ps.gradesb@gmail.com but must be followed by courier delivery prior to shortlist completion. Further information is available during office hours 0900 to 1700.
Bidders are advised to carefully review the TOR and ensure compliance with all eligibility and qualification criteria. Timely submission of complete EOIs with all required documentation is critical to avoid disqualification.
