Tender Description
Jamshoro Power Company Limited (GENCO-I) invites bids for hiring a firm/laboratory for witnessing the weighment and testing of coal samples supplied to the 660 MW Coal Fired Power Plant Jamshoro. This procurement is for non-consultancy services under a National Single Stage-Two Envelope procedure with Quality and Cost Based Selection (QCBS). The scope includes witnessing mechanical and manual sampling of coal from road trucks and railway wagons, sample preparation, laboratory analysis, and reporting. The firm will verify that sampling and testing are conducted per approved procedures and international standards. The contract duration is one year starting from the date of commencement, with the expected start in November 2026. Items being procured:
- Witnessing weighbridge operations for road trucks and railway wagons
- Witnessing mechanical auger sampling and manual sampling of coal
- Sample preparation including compositing and splitting into representative sets
- Witnessing laboratory analysis at JPCL site laboratory
- Issuance of daily witnessing reports
The firm must hold ISO/IEC-17025 accreditation from Pakistan National Accreditation Council (PNAC) or equivalent, be registered with Sindh Revenue Board, and be an active taxpayer. Bidders must not be blacklisted or debarred. Technical evaluation carries 70% weightage and financial evaluation 30%, with a minimum technical score of 60 required to qualify for financial evaluation. Bids must be submitted online via EPADS v2.0 by 21 October 2026 at 11:30 AM. Manual bids will not be accepted. Bid security of PKR 1,000,000 is required. One hard copy of the bid security must be submitted to the office of the Chief Technical Officer, 660 MW CFPP Jamshoro. Payment will be made monthly against invoices within 30 days. Liquidated damages of 1% per day up to 10% of contract value apply for delays or failures. The performance guarantee is 10% of contract value. This is a critical service for ensuring quality control of coal supply at the power plant and bidders should ensure compliance with all technical and procedural requirements.
