Establishment of Mountaineering Institute, Shigar

The Government of Gilgit-Baltistan Tourism Sports and Culture Department through the Project Director invites bids from eligible firms and contractors for the establishment of a Mountaineering Institute at Shigar. This procurement is governed by PPRA and GB-PPRA rules under a Single Stage Two Envelope procedure. The project requires firms registered with the Pakistan Engineering Council for the year 2026-27 in Category C-2 and above, possessing specialized codes as per the criteria. Firms must demonstrate financial soundness, relevant experience, personnel capabilities, and equipment adequacy as per the approved evaluation criteria. Items being procured: - Establishment of Mountaineering Institute, Shigar The scope includes all civil works necessary for the institute's establishment as per the work order. Contractors must provide up-to-date PEC registration certificates with mandatory specialized codes. A bid security of PKR 25 million in the form of a CDR from a scheduled bank is required, valid for 28 days beyond bid validity. No conditional or telegraphic tenders will be accepted, and any corrections or overwriting in bids will lead to rejection. Joint ventures are allowed only for C-2 and above companies with a minimum 40% share. The contractor must also submit a valid NTN certificate and financial status reports for the last three years. The tender documents can be obtained from the office of the Project Director, Mountaineering Institute Shigar, upon submission of a written application on company letterhead, CNIC copy of the authorized representative, and a non-refundable fee of Rs. 20,000 deposited in the GB Consolidated Fund Account C03518. The sealed tenders must be submitted to the Project Director's office at the Tourism Directorate near Hargisa Skardu by 28-08-2026 at 11:00 AM. Technical proposals will be opened the same day at 11:30 AM. Late submissions will not be entertained. A pre-bid meeting is scheduled for 17-08-2026 at the Project Director's office. Only technically qualified bidders will be invited for financial bid opening. The Government reserves the right to accept or reject any bid. Bidders are advised to carefully prepare their bids in compliance with PEC and PPRA rules and ensure timely submission to avoid disqualification.
