Establishment and Operation of Multipurpose Sports Complexes, Sunday Bazar and Temporary Flora Market in Sector G-13 and G-14 Islamabad

The Federal Government Employees Housing Authority (FGEHA) Islamabad invites electronic applications from individuals, firms, and companies capable of establishing Multipurpose Sports Complexes, Sunday Bazar, and Temporary Flora Market in Sector G-13 and G-14 Islamabad on an Establishment & Operation basis under a Fixed Monthly Rental/Concession fee Model. Items being procured: - Multipurpose Sports Complexes at G-13/1 (260' x 320') with 1 Million PKR Bid Security - Multipurpose Sports Complexes at G-13/3 (300' x 360') with 1 Million PKR Bid Security - Multipurpose Sports Complexes at G-14/4 (290' x 315') (Odd Size) with 1 Million PKR Bid Security - Flora Market at G-13 (120' x 50') with 0.5 Million PKR Bid Security - Sunday Bazar between G-12 & G-13 (195' x 300') with Parking area 195' x 200' and 1 Million PKR Bid Security The procurement will be conducted under the Single Stage–Two Envelope (SSTE) Procedure as per Rule 36(b) of the Public Procurement Rules, 2004. Bidders will be post-qualified based on technical proposals. Technical and Financial Proposals must be submitted electronically via the e-Pak Acquisition & Disposal System (EPADS) Version 1.0 at https://eprocure.gov.pk by 12:00 PM on 15th October 2026. A scanned copy of the prescribed Bid Security must accompany the Technical Proposal. All bidders must register/sign up as suppliers on EPADS Version 1.0 before submission. Original Bid Security and hard copies of required documents must be delivered to the R&I Section, FGEHA Head Office, 10-Mauve Area, Sector G-10/4, Islamabad before the deadline. Evaluation will be based on bids submitted through EPADS. A pre-bid meeting is scheduled for 28th September 2026 at 02:30 PM in the committee room of FGEHA, 10-Mauve Area, Sector G-10/4, Islamabad. Bidders must be conversant with the scope and terms in the RFP documents. Late, partial, incomplete, or conditional bids will be rejected. Bidders providing false information will face disqualification and blacklisting. All applicable taxes and duties are borne by the bidder. FGEHA reserves the right to reject any bid as per Rule 33 of the Public Procurement Rules, 2004. A practical tip for bidders: Ensure timely registration on EPADS and upload all required documents including the scanned Bid Security well before the deadline to avoid disqualification due to technical submission issues.
