AUCTION: Petrol Pump Sites on Rental Basis in Islamabad

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. The Capital Development Authority (CDA), Islamabad, invites open auction bids from eligible Oil Marketing Companies (OMCs) and authorized dealers for the construction, operation, management, and transfer of petrol pump/filling stations along with ancillary facilities on a rental basis. The auction is for multiple petrol pump sites located in Islamabad, offered on a rental basis for a contractual period of 20 years, subject to the terms of the agreement. Items being auctioned: - Site 1: Plot No 1, Murree Road near Lake View Park, 3,555.55 sq. yds. - Site 2: Plot No 2, Murree Road near Lake View Park, 3,555.55 sq. yds. - Site 3: Plot No 3, Blue Area F-10, 2,500.00 sq. yds. - Site 4: Petrol Pump, I-12 Markaz, 3,688.88 sq. yds. - Site 5: Plot No 15-B, G-8 Markaz, 1,200.00 sq. yds. - Site 6: Plot No 13-A, Mauve Area G-8/1, 2,555.55 sq. yds. - Site 7: Plot No 26, Mauve Area G-11/1, 2,000.00 sq. yds. The successful bidder will be responsible for construction, operation, management, and transfer of the petrol pump/filling station and ancillary facilities entirely at their own cost. All requisite approvals, NOCs, licenses, and permissions must be obtained from CDA and other concerned government/regulatory authorities. The maximum construction/completion period is 5 months or completion of the site, whichever is earlier. Monthly rent will be determined through open bidding and payable to CDA in advance. Annual escalation of 10% in rent will apply as per approved terms. The concessionaire will bear all expenditures related to construction, development, utilities, statutory approvals, taxes, duties, licenses, operation, maintenance, and other associated costs. The use of the site is restricted to approved petrol pump/filling station and ancillary facilities and must comply with CDA's planning, building control, environmental, and other applicable requirements. Interested bidders are advised to carefully study the complete auction brochure/documents, including eligibility criteria, site plans, financial bid procedure, payment schedule, and other terms before participating. The auction will be held on 13 October 2026 at Jinnah Convention Center, Islamabad.
