AUCTION: Establish, Operate & Maintain Foreign Currency Exchange Counters at Jinnah International Airport Karachi

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. Pakistan Airports Authority (PAA) invites bids for the concession to establish, operate, and maintain two foreign currency exchange counters inside Jinnah International Airport Karachi. The concession period is five years with a 10% annual enhancement on a cumulative basis during subsequent years. The counters will be located at Level-VI, International Departure and Arrival Lounges of Jinnah Terminal, JIAP Karachi. Items being auctioned: - Establishment, operation, and maintenance of two foreign currency exchange counters (one each in International Departure and Arrival Lounges) The concession is awarded on a single stage/two-envelope basis to registered companies, firms, joint ventures, or sole proprietors with relevant experience, good reputation, and sound financial background. Technical evaluation carries 80% weightage. Bids exceeding the reserve price of Rs. 9,276,538/- per month will be entertained. Tender forms can be obtained upon written request with CNIC and NTN certificates and a non-refundable payment of Rs. 5,000/- via Pay Order or Demand Draft in favor of Pakistan Airports Authority. Tender documents (technical and financial offers) must be sealed separately and submitted in one envelope to the designated box at the Main Conference Room, Level-VI, Jinnah Terminal, JIAP Karachi by the deadline. Technical bids will be opened half an hour after submission in the presence of bidders. Late, ambiguous, or conditional bids will be rejected. Advance Income Tax will be deducted as per law. Defaulters of PAA dues are ineligible. A practical tip for bidders: Ensure all dues to PAA are cleared before financial bid opening to avoid disqualification.
