Establishment and Operations of Multipurpose Sports Complex in Sector G-13/3 Islamabad on Monthly Rent Basis

The Federal Government Employees Housing Authority (FGEHA) invites sealed bids from eligible companies or consortiums registered with FBR and on the active taxpayer list for the establishment and operations of a Multipurpose Sports Complex in Sector G-13/3, Islamabad on a monthly rent basis. The contract is offered on a Build-Operate-Transfer (BOT) model for a period of ten years, extendable for another ten years subject to satisfactory performance. Items being procured: - Establishment and operation of Multipurpose Sports Complex including futsal courts, tennis courts, padel courts, badminton courts, basketball courts, volleyball courts, cricket facilities, pickleball courts, skating areas, fitness facilities, children's play areas, jogging tracks, indoor sports, gym, sauna, steam, cold plunge, and other recreational facilities - One Coffee Shop / Refreshment area with all civil, electrical, plumbing, HVAC works, furniture and fixtures - One Professional Sports Shop fully equipped with shelving, display units, storage facilities and utilities - Reception and Ticketing Office with waiting area, ticketing counter, office furniture and IT/network infrastructure - Children's Playing Area with certified play equipment and safety flooring - Washrooms and Changing Rooms with lockers, showers, disabled-accessible facilities - Parking facility for 35 to 40 vehicles with paved surface, signage, lighting and drainage - Landscaped green areas covering at least 20% of total ground area - Internal pedestrian walkways with accessibility features - Boundary fencing, entrance gates and security barriers - LED flood lighting system with energy-efficient LED luminaires - CCTV surveillance system with HD/IP cameras and 30-day recording storage - Utility services including water supply, sewerage, electrical distribution, internet connectivity, fire detection and firefighting systems - Sports turf meeting specified standards for futsal, paddle and cricket The technical scope includes site development, construction, installation, and commissioning of all facilities and infrastructure in compliance with Pakistan Standards and international norms. Bidders must submit a conceptual layout plan, business plan, and financial plan demonstrating technical feasibility, operational sustainability, and financial viability. Eligibility criteria include valid NTN, ATL registration, minimum annual turnover of Rs. 5 million, liquid funds of Rs. 5 million, and relevant experience in sports facility operation and construction. Bid security of Rs. 1,000,000/- and performance bank guarantee of Rs. 1,000,000/- are required. Bids must be submitted online via EPADS portal and original bid security delivered to FGEHA office at G-10/4, Islamabad before the deadline. Technical bids will be opened publicly on submission day; financial bids will be opened only for technically qualified bidders. The highest monthly rent offered above the minimum base rent of Rs. 400,000/- will be accepted. The contract includes a 10% annual rent escalation. The successful bidder must complete development within 180 days of contract signing. Monthly rent payments start after construction completion with a 50% discount for the first 6 months of operation. Bidders are advised to carefully review all terms and conditions, ensure compliance with submission requirements, and prepare detailed technical and financial proposals.
