Tender Description

The School Education and Literacy Department, Government of Sindh, through its Project Management and Implementation Unit (PMIU/SERP-II/SID), is procuring the establishment of Stream Laboratories in 77 existing model schools across multiple regions including Karachi, Hyderabad, Sukkur, Larkana, Mirpurkhas, and Shaheed Benazirabad. This procurement covers a comprehensive range of laboratory equipment and furniture for biology, chemistry, physics, arts, IT, fabrication, and solarization labs, as well as associated furniture and fixtures. The scope includes supply, delivery, installation, and commissioning of items such as microscopes, lab chemicals, IT equipment including laptops and projectors, solar power systems, and furniture like computer tables and chairs. The technical scope requires bidders to provide high-quality, standard-compliant materials and equipment as per detailed technical specifications. The project involves multiple lots corresponding to different districts, with quantities specified per lot. Bidders must be registered with the Federal Board of Revenue and Sindh Government, possess valid PEC registration certificates, and demonstrate relevant experience and financial capacity. The evaluation criteria emphasize technical qualifications, financial strength, experience in similar government projects, and quality assurance systems. Key dates include the submission deadline and technical bid opening scheduled for 20th May 2026 at 02:30 pm and 03:00 pm respectively, at the office of the Project Director, PMIU/SERP-II/SID, Karachi. Financial bids will be opened subsequently for technically qualified bidders. Bids must be submitted electronically via the Sindh e-Procurement system (e-PADS), with original bid securities and undertakings submitted in hard copy before the deadline. A practical tip for bidders is to ensure strict compliance with the bid submission requirements, including timely submission of all mandatory documents such as bid security, technical and financial proposals, and GST registration certificates. Non-compliance or late submission will lead to disqualification. Additionally, bidders should carefully review the detailed technical specifications and provide complete documentation to demonstrate conformity and capability to deliver within the stipulated timelines. This will enhance the chances of successful qualification and award.
