Establishment of Technical Laboratory in Balochistan under PSDP No. 1789

The Energy Department of Balochistan invites eligible bidders for the establishment of a Technical Laboratory in Balochistan under PSDP No. 1789. This tender is based on Composite Schedule Rates 2026 on Percentage Rates with a Tender Fee and Bid Security of 2% required. Items being procured: - Establishment of Technical Laboratory in Balochistan The project requires bidders to have experience in similar works, specifically completion of at least one assignment of similar nature. The firm must demonstrate financial capacity with a turnover of at least PKR 338,660,000 in the last three years. Registration with the Pakistan Engineering Council (PEC) category C-3 or above (up to 500 million) with relevant specialized codes is mandatory. The scope includes work involving Solar PV Systems, Solar DC Systems, Hybrid/Off-Grid/On-Grid Solar Systems, or Solar Street Lights. Valid ISO 9001:2015 and ISO 45001:2018 certifications are required. Joint Venture firms must provide a JV Agreement on duly attested stamp paper, Joint Bank Account details, and registrations including NTN, STRN/GST, and BRA. The bidder must submit a Service Level Agreement for a 24-month period post-completion covering all service costs included in the contract price. Bid Security must be submitted as a Bank Guarantee or Deposit at Call of 2% in favor of the undersigned from a scheduled bank.
