Establishment of Unified Call Center at Main Building, SBP Banking Services Corporation, Lahore

The State Bank of Pakistan (SBP), Lahore (SBP Banking Services Corporation (BSC)) invites sealed bids for the Establishment of Unified Call Center at its Main Building in Lahore. This procurement involves comprehensive civil, electrical, HVAC, IT, security, and finishing works to create a fully functional call center facility. Items being procured: - Brick masonry, plaster and gutka cladding - Flooring and tile works - Washroom and tea pantry refurbishment - Supply and fabrication of workstations - Installation of soundproof uPVC windows - Terrazzo polishing - Painting and polishing - HVAC works including VRF system supply and installation - Electrical wiring, lighting, and power distribution - CCTV system supply, installation and commissioning - Access control system supply and installation - Supply and installation of portable fire extinguishers - MS works and other finishing works The scope covers supply, installation, testing, commissioning, and operational acceptance of all components. The VRF system includes outdoor condensing units, indoor units, refrigerant piping, and controls. CCTV and access control systems must integrate with existing infrastructure. Fire extinguishers must comply with safety standards and be properly installed. Eligible bidders must have valid PEC registration C-5 or above with specialization CE-10, be registered with FBR and Punjab Revenue Authority, and meet financial and technical criteria including experience with projects of Rs. 20 million or more. Bid security of Rs. 1,200,000 is required. Bids must be submitted electronically via EPADS v2.0 portal by 30 October 2026 at 03:00 PM. Technical bids will be opened the same day at 03:30 PM. Manual bids are not accepted. Bidders must register on EPADS v2.0 to participate. The contract duration is 90 days from commencement. Payment terms include mobilization advance against bank guarantee and retention money. Performance guarantee of 10% of contract price is required. Liquidated damages apply for delays.
