Establishment & Upgradation of Jetty and Related Structures at Korangi Fisheries Harbour Authority

The Korangi Fisheries Harbour Authority (KoFHA) invites electronic bids for the ESTABLISHMENT & UPGRADATION OF JETTY AND RELATED STRUCTURES located at Chashma Goth, Rehri, Bin Qasim Sub-Division, Malir District, Karachi, Sindh. This procurement is planned for FY 2026-27 and will be executed under a National Single Stage-Two Envelope procedure on the EPADS v2.0 platform. Items being procured include: - Surface preparation of concrete beams, planks, slabs, and decks including cutting, chiseling, and cleaning of deteriorated reinforced cement concrete works - Sand blasting and cleaning of existing corroded steel bars - Removal of jetty fixtures and existing steel ladders - Providing, furnishing, cutting, bending, binding, welding, and placing of reinforcing bars - Anchorage with epoxy chemical anchors - Supply and application of anti-corrosion primer - Repair of deteriorated beams, slabs, planks, decks, pile heads, and concrete surfaces using self-consolidating reinforced cement concrete and structural repair mortars - Crack repair including preparation and injection of resin - Sealing of concrete surfaces with silane-based water repellent coating - Supply, fabrication, and installation of galvanized steel ladders - Demolishing and dismantling works of unloading jetty and approach bridges - Removal and reinstallation of existing handrails and expansion joints The technical scope includes site preparation, construction, rehabilitation, installation of required fixtures, and integration with existing infrastructure. The contractor shall ensure compliance with all technical specifications, safety standards, and regulatory requirements. The contract duration is 365 days. Eligibility criteria include valid PEC registration in Category C-3 or above with specialization codes CE03 & CE10, valid NTN and sales tax certificates, affidavits regarding blacklisting and litigation, and experience of similar works with a contract value of Rs. 300 million or above. Joint ventures are allowed with a maximum of two members. Bids must be submitted electronically via EPADS v2.0 by 12:00 PM on October 1, 2026. Technical bids will be opened the same day at 12:30 PM. Manual bids will not be entertained. The bid security amount is Rs. 10,000,000 in the form of pay order or bank guarantee from a scheduled bank with AAA rating. Performance security is 10% of the accepted contract amount. A comprehensive testing report by Velosi Integrity & Safety Pakistan is available, including core extraction and compressive strength tests, chloride content determination, chemical composition analysis, carbonation depth testing, and delamination survey of the jetty and access bridges. The results indicate compliance with relevant standards and provide essential data for planning repairs and rehabilitation.
