Expression of Interest for Self-Financed Development of Commercial Facilities at Atta Shad Degree College Turbat

The Commissioner Makuran Division and Project Director of City Development Project Turbat invites Expressions of Interest (EOIs) from reputable builders, developers, firms, and investors for the self-financed development of commercial facilities at Atta Shad Degree College, Turbat. The project includes shops, cafés, bookstores, and other compatible commercial facilities appropriate for an educational institution. This initiative aims to establish a sustainable and self-reliant revenue stream to meet the recurring operational and maintenance expenses of the College, including its public library and walking track, and to support educational and recreational activities. The selected party will finance, construct, develop, and maintain the proposed commercial facilities entirely at its own cost, with no financial liability upon the Government or Project Owner. The selection will be made through a transparent and competitive process, and the project shall be awarded to the technically qualified proposal offering the highest viable and sustainable revenue return to the College, while ensuring compatibility with its educational character, campus security, and academic activities. Interested parties may obtain detailed Terms of Reference (TORs) and other relevant documents during office hours from the Office of the Commissioner Makuran Division / Project Director, City Development Project Turbat. Technical and financial proposals must be submitted to the Commissioner Makuran Division / Project Director, City Development Project Turbat by 10th November 2026.
