Tender Description
The Punjab Prisons Foundation Lahore invites qualified and experienced Audit Firms to submit Expression of Interest for appointment as External Auditors to conduct audits of financial statements, income, expenditure, and related financial records for the financial years 2024-25 and 2025-26. The appointment will be in accordance with the Bye-Laws of the Punjab Prisons Foundation and applicable accounting and auditing standards.

- Audit services for financial years 2024-25 and 2025-26
Eligible firms must be registered with the Institute of Chartered Accountants of Pakistan (ICAP) and possess a satisfactory Quality Control Review (QCR) rating. Firms must comply with ICAP's Unique Document Identification Number (UDIN) requirements and be listed under Category 'A' on the panel of auditors maintained by the State Bank of Pakistan (SBP) under Section 35(1) of the Banking Companies Ordinance, 1962. The firm must be a Category-A Chartered Accountant (CA) firm included in the SBP panel. A minimum of three years of relevant professional experience is required, along with successful completion of at least five audits of Non-Profit Organizations (NPOs), Government Organizations/Departments, Autonomous Bodies, or similar public-sector entities. Firms must not be blacklisted, debarred, or declared ineligible by any Federal or Provincial Government Department or competent authority in Pakistan. An affidavit on stamp paper of prescribed value (Rs. 1,200/-) must be submitted.
Technical and Financial Proposals must be submitted in two separate, duly sealed, and clearly marked envelopes in a single package. Submission is to be made in the Tender Box at the office of the Secretary General, Punjab Prisons Foundation, Lahore. The deadline for submission is on or before **15-10-2026 at 11:00 AM**. Technical Proposals will be opened the same day at 11:30 AM in the presence of participating firms' representatives. Financial Proposal opening dates will be communicated later.
The selection will be made according to the applicable Bye-Laws and rules of the Punjab Prisons Foundation. The quoted fee must be inclusive of all professional charges, taxes, duties, levies, and other applicable government charges in Pakistani Rupees.
A practical tip for bidders: Ensure your firm's registration and QCR rating with ICAP are up to date and that your submission includes the required affidavit on stamp paper to avoid disqualification. Timely submission before the deadline is critical to participate in the evaluation process.
