Expression of Interest for LPG Facility Establishment and Operation in Langerpur and Thota Satellite Towns

This notice invites Expressions of Interest (EOI) from private investors, firms, or companies interested in establishing and operating a Liquefied Petroleum Gas (LPG) facility to provide reliable LPG supply at competitive prices to the residents of Langerpur and Thota Satellite Towns and surrounding areas in Muzaffarabad. Applicants may associate with experienced LPG operators or technical partners to enhance their proposals. Items being procured: - Establishment and operation of a Liquefied Petroleum Gas (LPG) facility The investor will undertake the feasibility study at their own cost, identify and arrange a suitable land, and be responsible for financing, design, installation, licensing, operation, and maintenance of the facility. Site selection, design, installation, and operation must comply with applicable CGFA regulations and relevant legal, environmental, and safety requirements. Subject to feasibility and competent approval, the Muzaffarabad Development Authority Muzaffarabad (DAIM) may provide a fixed financial contribution. The amount, conditions, and mechanism for generating returns to DAIM will be determined and disclosed before competitive selection. Applicants must submit a brief company/investor profile, registration documents, evidence of financial capacity, relevant experience of the applicant or its technical partners, and a preliminary project concept identifying the proposed facility type and location. Two hard copies of proposals along with supporting documents must be submitted to the address below by the deadline of 9th November 2026. This EOI is intended to assess investor interest and does not constitute a commitment to award or contract. All costs related to submission shall be borne by the applicants. The Government reserves the right to discontinue the process or reject any or all EOIs in accordance with applicable laws. Any subsequent selection will follow Azad Jammu & Kashmir Public Procurement Rules, 2011 and other applicable procurement requirements.
