Tender Description
The Transport & Mass Transit Department, Government of Sindh, invites Expression of Interest (EOI) from reputed firms and companies duly registered with relevant Tax Authorities. The purpose is to outsource the management and operation of the constructed Bus Terminal at Khairpur on a rental and revenue-sharing basis.
Items being procured:
- Management and operation of Bus Terminal at Khairpur
The selected firm/operator shall develop, manage and maintain the terminal in accordance with prescribed KPI standards and applicable laws including Motor Vehicle Laws. The operator must ensure provision and maintenance of essential facilities such as proper waiting areas, separate washrooms for males and females, safe drinking water, prayer area, bus shades, shops, fire safety equipment, and landscaped areas. Separate hygienic washrooms equipped with hand-wash facilities, liquid soap, disposable tissues, and other sanitary items must be provided.
Covered waiting areas should have comfortable seating, adequate ventilation, fans, and other necessary facilities including safe/cold drinking water. Proper arrangements for ticket issuance and separate ticketing counters for male and female passengers are required. The successful applicant will execute a formal agreement with the Transport & Mass Transit Department and pay agreed rent and revenue share to the Government. Ownership of the terminal and government property remains with the Government; no ownership interest will accrue to the operator.
The operator is responsible for cleanliness, security, maintenance, and proper management of the terminal and its facilities throughout the agreement period. Subletting or transfer of management rights without prior written approval is prohibited. The Department reserves the right to inspect the terminal and take action including termination for violations. It also reserves the right to accept or reject any application without assigning reasons.
Applications must include firm/company particulars, relevant experience, proof of registration with Tax Authorities, financial capability, and supporting documents. These should be addressed to the Secretary to Government of Sindh, Transport & Mass Transit Department, Sindh Secretariat No. 2 (Tughlaq House), Karachi within 15 days of publication. The minimum monthly revenue is Rs. 500,000 with 10% annual increment. The highest responsive and eligible offer will be considered subject to terms and approval.
