External Boundary Work at 1-B and 49-A, Lalazar, Karachi

The STATE LIFE INSURANCE CORPORATION OF PAKISTAN (RED) invites sealed bids for the External Boundary work at 1-B and 49-A, Lalazar, Karachi. This procurement is for civil and electrical works to be executed at the specified locations in Karachi under the financial year 2026-27. The procurement will be conducted through a National Single Stage-One Envelope procedure using Least Cost Based Selection (LCBS) technique. Items being procured: - Civil Works: External Boundary work including weather shield painting, vertical column posts, block masonry, razor wire installation, enamel paint on main gates, gate repair. - Electrical Works: Light circuit wiring, installation of waterproof LED wall lights, LED round wall lights, wall top lights, gang switches, multi light plug sheets, distribution boards, three phase digital meter, PVC channel patti. The scope includes preparation of surfaces, masonry work, electrical wiring in PVC conduits, installation of lighting fixtures with warranty, and repair and realignment of gates. All materials and workmanship must comply with the specifications and be approved by the Engineer Incharge. The work site is located at State Life Building no.09, Dr. Zia-ud-din, Ahmed Road, Karachi. Eligibility criteria require bidders to be registered with FBR (NTN), PEC category C-6 or above, not blacklisted, and have completed at least three construction projects of minimum Rs. 2 Million in the last five years. Bid security of Rs. 80,000 in the form of Pay Order is mandatory. Bids must be submitted electronically via EPADS v2.0 by August 26, 2026, 11:00 AM, with bid opening at 11:30 AM the same day. Manual bids will not be accepted. The contract duration is 20 days from commencement with a 12-month defect liability period. Liquidated damages of 0.1% per day up to 10% of contract price apply for delays. Payment will be made through running bills with retention money of 5% released after defect liability period. Bidders must register on EPADS and comply with all terms and conditions including HSE guidelines.
