Tender Description
The University of Baltistan, Skardu is procuring External Electrical Works for Package-IV at its campus located in Skardu, Gilgit-Baltistan. This procurement is planned for the financial year 2026-27 and involves comprehensive electrical installation and commissioning works including supply and fixing of galvanized lattice steel structures, HT poles, transformers, ACSR conductors, LT service boxes, automatic changeover panels, insulators, earthing sets, lightning arresters, copper cables, drop out fuses, and bulk metering panels.
The scope covers installation, testing, commissioning, and technical support for a minimum of one year along with warranty and after-sales service. The site is at Lamsa Road, Skardu Tehsil, and the work schedule is 27 days for each lot. Bidders must ensure a thorough survey of the project site at their own expense before quoting rates. The procurement follows the Least Cost Based Selection (LCBS) method under the Public Procurement Rules, 2004.
Eligible bidders must be registered with PEC in the relevant category, have valid FBR/ATL registration, and demonstrate experience with similar projects valued at PKR 10 million or above completed in the last five years. Technical bids will be evaluated on criteria including financial capability, project experience, and availability of qualified engineers and machinery.
The bid submission deadline is Tuesday, July 7, 2026, at 11:00 AM via the e-Pak Acquisition and Disposal System (EPADS) v2.0. Manual submissions are not accepted. Earnest Money in the form of Pay Order or Call Deposit is required as per the bidding documents. The bids will be opened on the same day at 11:30 AM. The performance guarantee is 10% of the contract price.
A practical tip for bidders is to register early on EPADS v2.0 and carefully prepare the technical bid to meet all eligibility and documentation requirements to avoid disqualification. Ensure all bid securities and declarations are properly submitted both online and in hard copy to the specified address in Skardu before the deadline.
