Tender Description
The Engineering Development Board (Engineering Development Board), Ministry of Industries and Production, Islamabad Capital Territory, is procuring 100,000 electric bikes (EV 2-Wheelers) under the NEV Policy 2025–30 through a fast-track adoption scheme. This procurement aims to rapidly deploy electric bikes using existing CKD kits either locally available or on the high seas, ensuring no foreign exchange burden on the government.
The technical scope includes supply of electric bikes with Lithium Iron Phosphate (LiFePO₄) batteries of minimum 48 V, warranty of at least 3 years or 40,000 km, and a Permanent Magnet Synchronous Motor (PMSM) with a minimum top speed of 45 km/h. The vehicles must have a range of at least 60 km per full charge, charging time not exceeding 6 hours, and mandatory GPS-enabled data loggers. Compliance with PSQCA, EDB, and environmental regulations is mandatory. OEMs must demonstrate manufacturing experience, sales track record, production readiness, and after-sales service capabilities including service centers and technician training.
Eligible bidders must be registered OEMs with valid EDB and PSQCA certifications, FBR/ATL registration, and meet financial and technical criteria. The submission deadline is **June 11, 2026 at 04:00 PM** through the PPRA E-PADS 2.0 platform. Bids will be opened the same day at 04:30 PM. The submission fee is PKR 5,000 payable to the Drawing & Disbursement Officer, EDB. The contact address is Deputy Manager (Admin), Engineering Development Board, 5-A Constitution Avenue, Islamabad. Interested suppliers should ensure timely registration on EPADS and prepare their technical and financial proposals accordingly.
A practical tip for bidders is to carefully prepare the technical bid with all required certifications and documentation, including battery and motor test certificates, production capacity evidence, and after-sales service commitments. Early registration on EPADS v2.0 and submission through the electronic system is mandatory as manual bids will not be accepted. Ensuring compliance with all eligibility and technical criteria will improve chances of prequalification and successful participation in this high-value procurement.
