Feasibility Study, Design and Construction of Makhniyal (Islamabad Boundary) to Changlagali via Dakhan Paisar (District Abbottabad)

The Communication & Works Department Khyber Pakhtunkhwa, through its Highway Division Abbottabad, invites electronic bids for the feasibility study, design, and construction of the Makhniyal (Islamabad Boundary) to Changlagali road via Dakhan Paisar in District Abbottabad. This is a significant infrastructure project aimed at improving connectivity in the region, and eligible contractors registered with KPPRA are encouraged to participate. Items being procured: - Dakhan Paisar to Malmua Via Ghari & Noor Pur (18.675-KM) Package No.1 (KM 00-06) Length: 6-KM. Required PEC Category: C-3 & Above. Estimated Cost: Rs. 217.843 Million. - Dakhan Paisar to Malmua Via Ghari & Noor Pur (18.675-KM) Package No.2 (KM 07-12) Length: 6-KM. Required PEC Category: C-3 & Above. Estimated Cost: Rs. 231.236 Million. - Dakhan Paisar to Malmua Via Ghari & Noor Pur (18.675-KM) Package No.3 (KM 13-18.675) Length: 6.675-KM. Required PEC Category: C-3 & Above. Estimated Cost: Rs. 314.066 Million. The technical scope includes feasibility study, detailed engineering design, and full construction of the road in three distinct packages, each with its own length and estimated cost. Contractors must possess valid PEC registration in the relevant category, C&W Department enlistment, and demonstrate technical and financial soundness. Bidders are required to submit a bid security as per the engineer's estimate, along with a non-refundable tender fee of 0.05% of the engineer's cost. All bids must be submitted electronically through the E-PADS system strictly in accordance with the instructions to bidders. The last date and time for submission of e-bids is 23 October 2026 at 12:00 PM, with technical bid opening scheduled for the same day at 12:30 PM. Financial bids will be opened after approval of the technical evaluation by the competent authority. A pre-bid meeting will be held on 16 October 2026 at 11:00 AM in the office of the Executive Engineer C&W Highway Division Abbottabad. Bidders must ensure all required documents, including up-to-date FBR/ATL registration, are uploaded with their bids.
