Tender Description
The Balochistan Energy Company Limited (BECL) in Quetta is procuring consultancy services for a feasibility study focused on establishing solar power plants across four industrial estates in Balochistan: LIEDA, GIEDA, QITEE, and BOSTAN SEZ. This project aims to assess the technical and economic viability of solar energy installations to support industrial growth in the region.
The scope involves detailed analysis and study of solar power plant establishment, including site evaluation, resource assessment, and project planning for these four key industrial zones. The consultancy firm will be responsible for delivering a comprehensive feasibility report that will guide future implementation.
Eligible bidders must be registered with FBR for Income Tax and BRA, be on the Active Taxpayers List (ATL), and hold PEC registration as a Consulting Engineering Firm. Firms should not be blacklisted by any procuring agency and must demonstrate experience with at least three assignments of similar nature and complexity, with a turnover of no less than **PKR 16,000,000** in the last three years. This ensures that only qualified and financially sound firms participate.
The tender follows a Single Stage Two Envelope Bidding Procedure. Bidders must submit their proposals electronically via the EPPS platform. The bid security required is 2% of the estimated cost, payable through a scheduled bank. The deadline for submission is **02 June 2026 at 10:00 AM**, with tender opening at 11:00 AM the same day at BECL's office in Quetta.
