Tender Description
This tender invites reputed engineering consulting firms to conduct a feasibility study for a new water supply scheme in Larkano City, Sindh. The Public Health Engineering Department, Government of Sindh, seeks expert consultancy services to design, plan, and supervise the construction of a sustainable water supply system drawing from the Dadu Canal source. The study aims to address the city's growing demand for potable water due to urban expansion and depleted groundwater resources.
The scope includes population forecasting, demand assessment, engineering surveys, hydraulic design of transmission and distribution networks, preparation of indicative designs, cost estimates, and PC-I documents. The project site is Larkano City, where the existing groundwater-based system is largely non-functional. Consultants must consider local environmental impacts, land acquisition plans, and ensure minimal disruption to the population. The consultancy team should comprise experienced civil engineers, surveyors, environmental experts, and quantity surveyors with relevant PEC licenses and codes.
Firms must hold valid PEC registration for 2026 with appropriate codes and be registered with FBR and SRB. The evaluation criteria emphasize firm profile, relevant experience in water supply projects, and the qualifications of the proposed project team. The minimum technical score to qualify is 80%, with an overall weighting of 80% technical and 20% financial. The contract duration for the design phase is three months, with a possibility of extension for supervision.
Proposals must be submitted in sealed envelopes by 12:00 PM on 12 March 2026, with technical proposals opened at 1:00 PM the same day. Late or conditional bids will not be entertained. The submission address is the office of the Executive Engineer (Dev.) Public Health Engineering Division I, Larkano, opposite Zulfiqar Bagh. Earnest money in the form of a pay order, demand draft, or bank guarantee of 5% of the bid amount is required. The tender follows the SPPRA 2010 rules and includes an integrity pact.
